Cyphal/serial specification release announcement

The OpenCyphal project has announced the availability of the Cyphal/serial specification:

Cyphal/serial is designed for use with arbitrary unstructured full-duplex byte-level communication channels, such as TCP/IP connections, RS-422/232, UART, USB CDC ACM, and similar. It is also suitable for log files.
